No service business exists in Sde Dov today. The district's first residents arrive around 2029, and the barber, salon, laundry and gym that serve them will take colonnade units under the residential blocks — there is no dedicated services lot in the plan.

What matters for these businesses is the use class. The plan separates commerce (מסחר: retail, F&B and personal services) from employment (תעסוקה: offices). A colonnade unit is commerce and permits a salon; a 300-series floor is employment unless its design plan says otherwise. Ask which class a unit sits in before asking the rent.
