One of the advantages of planning a district whole rather than block by block is that the schools and clinics are drawn at the same time as the apartments. This is the ground the plan reserves for them: education, health, libraries, community facilities and daycare.

None of it is lettable commercial space. It is here because a neighbourhood is not just its shops, and because knowing where the school ground is answers a question every family asks first.

## What the plan fixes

Facilities open as residents arrive, which is why the first complex gets them first.
