Ground the plan reserves for hospitality, most of it within sight of the water.

A district planned for about 16,000 homes is also planned for about 3,000 hotel rooms. That is not an amenity bolted onto a housing scheme — it is a separate use class with its own lots and its own tender calendar, and the plan draws it on the map.

These are the lots zoned for hotel accommodation. No operator has been published for any of them, so this page names ground, not brands.

## What the plan fixes

- About 3,000 hotel rooms are budgeted district-wide across 16 lots, eight of them on the beachfront. _(Plan TA/4444 validation sheet, via Shavnu, 2020-03)_
- The Israel Land Authority put five luxury hotels to market in March 2025 — the largest tourism tender in a decade. _(Shavnu Journal: hotels, marina, Reading, 2026-08)_
- Design plans for the district's first two hotel lots were approved in March 2026; no operator was named. _(Shavnu lots catalogue, 2026-08)_

## Good to know

### Rooms are not lots

The 3,000-room figure is district-wide across sixteen lots; it is not a per-lot count.

### Tender precedes operator

Land goes to a developer first. The hotel brand is a later, separate deal.

### Beachfront is a subset

Eight of the sixteen hotel lots are on the beachfront; the rest are inland.
